Built Strata Applications

A strata scheme or 'built strata' refers to the subdivision of a building (by cubic space) and on occasion the land around it into lots. Strata plans and survey-strata plans are two forms of strata subdivision schemes defined under the Strata Titles Act 1985. The way in which the boundaries are defined on the scheme plan determines whether the scheme is a strata scheme or a survey-strata scheme. Built strata subdivision can take place where buildings are fully constructed.

Built strata subdivision applications are generally determined by local governments under delegation from the Western Australian Planning Commission. This delegation does not extend to vacant lot/vacant air strata in multi-tiered strata schemes.

Application information

Form 15A

A Form 15A (formerly a Form 24) is an application of a strata plan for a built strata subdivision.

A Form 15A can be lodged once a building has received the relevant building permits and development approvals from the City. Following receipt of a Form 15A the City will review the application, which generally relates to verifying the consistency of the proposed built strata lots with the corresponding development and building permits. The City may approve the Form 15A with or without conditions.

Following receipt of an approval, the applicant must address any conditions of the Form 15A (and those of the development approval) before applying for endorsement of the strata plan via a Form 15C (formerly Form 26).

Form 15C

A Form 15C is an application for a certificate of final endorsement of the strata plan and must be lodged within two (2) years of receiving approval of the Form 15A. Before applying for approval of a Form 15C certificate, all works must be completed in accordance with the development approval and building permit, including compliance with conditions of the development approval and Form 15A (if applicable).

Once received, the City will undertake an assessment of the Form 15C which includes a site visit to verify that all works have been completed in accordance with the development approval. The City has 40 days from the date of lodgement to determination the application.

Types of strata proposals

Before you begin

Prior to commencing the application via the link below, ensure you have an electronic copy (eg scan) of the following documentation prior to completing the application process:

Form 15A

Form 15C

A copy of the Strata Plan to be endorsed
A copy of the corresponding approved Form 15A application
A completed Form 15C. The form is available on the Department of Planning, Lands and Heritage website
A copy of the corresponding development approval
Supporting information is required to be provided to demonstrate how all conditions of the development approval and Form 15A (if applicable) have been met.

You will be required to attach this information during the application process.

Lodgement guidance

Type of location - property or land?

When lodging your application, you are presented with two options to search the location.

To use the Property search method, click on Property and enter the street number and street name (e.g. 199 Thelma Street, or 2/203 Thelma Street, or 205B Thelma Street).

To use the Land search method, click on Land and enter the lot number and plan number (e.g. Lot 3497 DP187254, or Lot 1 SP5985).

Where can I find the lot and plan numbers?

Refer to the Certificate of Title, especially if it has been recently subdivided.

Alternatively, you can refer to the City's mapping tool. Via mapping, search and select the location. Scroll down to the Land - Property Information section via the information to the right of the page. The data for the land search is the Lot on Plan data. You can copy and paste this information into the land search when you start your application.

What if there are no land details in mapping?

How do I attach documents?

The lodgement process may include requirements to attach documents. Please refer to the Before you begin section on this page in relation to requirements and ensure you have this information prior to commencing the process. You will be presented with options for mandatory and optional documentation.

Mandatory documentation

Mandatory document types will be displayed within the mandatory documentation section. There may be more than one document required, and the name of each document will be listed.

To add the document, click the Add button, search and select the correct document then click Open. A pop up will display with your document name as well as the attachment type. Select Save when complete. The document will then be uploaded to the lodgement.

Please note, if you have more than one document for this mandatory field, you can select Add Another via the pop up or Add via the main screen once you have attached the first document.

Complete the process for each mandatory attachment type.

Optional documentation

The lodgement process will also include the ability to attach optional documentation. Please ensure you refer to the Before you begin section of this page for guidance on required documentation as not all may be listed as mandatory.

To attach optional documentation, click the Add button under Optional Attachments, search and select the correct document then click Open. A pop up will display with your document as well as a drop down section to select your Attachment Type. Click the drop down and select the correct type. Select Save when complete. The document will then be uploaded to the lodgement.

Repeat this process for each additional document.

Post lodgement process

Once your application is lodged, the following steps will apply.

Form 15A

Following receipt of a Form 15A application, the City will review the proposed lot sizes, lot boundaries and car parking allocations to ensure they are consistent with the development and building approval. Referrals to external agencies may also be required. Once satisfied, the City may approve the Form 15A with or without conditions. A Form 15A approval is valid for two years
The statutory timeframe for determining a Form 15A application is 40 days.

Form 15C

Following receipt of your fully completed application, a site inspection will be arranged to confirm that all works are completed and all conditions have been fulfilled. If the City is satisfied that all conditions have been completed then the Form 15C certificate will be issued and the strata plan will be endorsed
It is the applicant's responsibility to ensure that all conditions of the development approval and Form 15A (if applicable) are fulfilled prior to submitting an application for a Form 15C certificate.

Should the information submitted be incomplete or incorrect, or evidence of how conditions have been fulfilled not be provided, the application will not be accepted.
