Local Development Plan (LDP)
A local development plan is a planning tool used to provide site specific design control measures to those under the Residential Design Codes (R-Codes) for matters relating to the design of a built area or development site. The LDP may include controls for the built form including setbacks, building heights and location of outdoor living areas. The LDP may also provide controls for vehicle access, both to and within a development site, along with the locations of garages and parking areas.

Before you begin
Prior to commencing the application via the link below, ensure you have an electronic copy (e.g. scan) of the following documentation prior to completing the application process:
- Supporting cover letter or report clearly indicating why the LDP has been prepared (i.e. Structure Plan requirement or condition of subdivision) and justification for the proposed variation/s to the Residential Design Codes of WA.
- Electronic PDF version of the proposed Local Development Plan.
- And a copy of WAPC Subdivision Approval (if LDP is required under subdivision).
You will be required to attach this information during the application process.
Application attachments
Please ensure you are attaching all plans, materials and supporting information relevant to the application as part of your initial lodgement. Any omissions or additional materials will be required to be sent as separate emails, which will be limited to standard email size limitations (eg 10MB).

Post lodgement process
Once your application is lodged, the following steps will apply:
- The City will review the submitted materials and information. Should additional information or clarification you will be notified of this
- The City will provide an estimate of the application fee based on the likely scope of works required for assessment
- Once the application has been accepted by the City it will be assessed by one of the City's planners
- The LDP may be advertised for public comment to owners and occupiers who are likely to be affected by the approval of the LDP
- Following the assessment of the LDP the City will do one of the following:
- Approve the LDP (further approval may be required from the Western Australian Planning Commission depending on the scope of the LDP) or
- Require the applicant to modify the plan and resubmit the modified plan and materials or
- Refuse the plan.
