Infringement Appeals
Information on appealing infringements including circumstances for appeals.

Paying your infringement
Payment is required within 28 days from date of issue of the infringement notice. You can pay your infringement online via our Pay an Infringement page. Please allow up to 24 hours for the infringement notice to be uploaded into the payment system.
Late payments
Further fees and charges will be incurred for late payments.
Overdue payments
After 28 days from receiving a final demand notice from us, outstanding payments will be referred to the Fines Enforcement Registry, who will issue a 'Court Order to Pay or Elect' via text, email and/or letter. Once this has taken place, further charges will apply and payment can no longer be made to the City of South Perth.
Please visit the eCourts portal to make a payment directly to the Fines Enforcement Registry. You will need to register via the portal prior to making a payment.
Lost infringement notice
If you have misplaced your infringement notice, please contact the City on 9474 0777 for assistance.
Please ensure you have your vehicle registration number for parking infringements, or other supporting information for other infringement types.
Payment arrangements, reduced amounts or extensions of time
The City is unable to arrange payment plans, grant extensions of time for payment, or negotiate a reduction of the infringement penalty amount.
Appeal an infringement
Requests to appeal an infringement are required in writing and can be submitted via the link at the bottom of this page. It is important to note that appeals will only be considered in certain circumstances as listed below.
Information required
Appeals are required to be submitted within 28 days of the infringement being issued and address the following requirements:
- Specify the infringement number, or provide copies of relevant documents eg infringement, parking ticket etc
- Outline reasons why the fine should not apply and
- Provide full contact details.
Valid reasons for appeal
With supporting documentation, infringements may be appealed in the following circumstances:
- Vehicle owner was not the driver and full driver details including current address and date of birth are provided in the form of a correctly completed statutory declaration
- Disabled parking permit may have fallen from the dashboard and copy of the valid ACROD permit in the name of the vehicle owner is produced
- Medical emergencies with medical evidence provided eg certificate from medical practitioner or an authorised person at the relevant hospital
- Vehicle breakdown with breakdown evidence (dated at the time the offence occurred) provided by the breakdown service or mechanical repair company
- Authorisation was provided by a Police Officer or Ranger with statement by the Police Officer or Ranger to be provided.
Medical emergencies
Invalid reasons for appeal
The following are not valid reasons for an appeal and would not allow the withdrawal of an infringement:
- You did not see or understand signage, or did not know parking restrictions applied: Drivers must check and obey parking signage
- You could not find a parking bay and did not comply with parking signs: Drivers must still follow parking regulations
- You thought you were allowed to park in an authorised parking bay: Only authorised vehicles can park in loading zones, taxi stands, disabled parking bays or bus zones
- You went to get change for the machine: You need to arrange this before you arrive
- You were only there for a few minutes, lost track of time, were distracted or your appointment went overtime
- You needed to use the toilet
- You were helping someone and thought it was ok to disregard the parking rules
- You did not see the time restrictions on the sign, or did not read all of the information on the sign
- You were visiting someone in hospital
- You ran out of fuel
- You have a good driving record, are of good character, or made an honest mistake.
Any appeals based on the above examples will be rejected and no further opportunity for appeal will be accepted.
Appeal process
Upon lodgement of an appeal within 28 days:
- You may receive a reminder notice as part of automatic system processes. You can ignore this notice if you have a valid appeal request reference number eg, REQ2025-xxx
- you may receive a request for further information to be provided
- you will receive a response from Ranger Services advising the outcome post investigation.
Appeal responses
In most circumstances, an appeal response may be sent via email. Please check your junk email folder if you haven't received your response.
What if my appeal is not withdrawn?
If your appeal was unsuccessful, please note that you have up to 28 days from reminder notice to pay your appeal without any further penalties.
If you have additional mitigating evidence to support your appeal, you may choose to lodge a second appeal. The following process will apply:
- Lodge your second appeal as per request section below
- If the second appeal is not supported, you must pay the fine or have it referred to Fines Enforcement Registry where you can choose to have the matter heard in a Court.
If you do not provide additional evidence supporting the second appeal, then your appeal will not be further assessed for withdrawal.
