Private parking agreements

  • An owner, Strata Manager or Property Manager may apply for a private property parking agreement with the City.
  • This agreement allows the City to caution or infringe vehicles parked on the private property with authorisation from one of the authorised complainants.
  • This agreement only applies to parking bays applied for under the agreement and where the required signage has been installed and maintained.

Application process

  • When applying for a Private Parking Agreement, please supply a map or a plan of the parking bays to be covered under the agreement.
  • After the request has been received, the City will review the details and send required forms.
  • Upon receipt of completed forms, an officer from the City will attend the address to determine the number of signs required.
  • An establishment fee as well as the cost of the signs will be required to be paid upon approval of the application.
  • An annual renewal fee will also apply (reminders are sent in May).
  • Refer to the City's Fees and Charges for further information. 
  • Once payment has been received, the owner, Strata or Property Manager is responsible for erecting the signs prior to any infringements being issued. 

Requests to infringe vehicles

  • To request Ranger attendance of a vehicle, raise a request below.
  • Requests can only be submitted by authorised complainants, who will need to sign a complaint form on site prior to issuing the infringement.
  • It is at the attending Rangers discretion whether cautions or infringement/s are to be issued.
  • Rangers will only attend as per the terms and conditions of the agreement and is subject to availability.

Requests to tow

Please note, the City has no legislated authority to tow from private property. Where a vehicle does not leave the site and is causing an obstruction on private property, the owner may consider:
  • Placing a notice on the vehicle asking the owner to contact them, or remove the vehicle by a specific date
  • Conducting a notice/letter drop to surrounding businesses or residential addresses to attempt to locate or identify the owner
  • Checking with the Police if it is a vehicle of interest e.g. stolen
  • Contacting a tow company to see what process they have to remove and impound the vehicle (this may incur a fee).

Fine withdrawals - private property

  • Vehicle offenders have a right of appeal subject to having applicable grounds for appeal (Refer to appeals criteria on the cities website).
  • If a fine is requested to be withdrawn due to an authorised signatory error or other extenuating circumstance, supporting evidence will be required and an administration fee may be charged. It will be a private matter between the applicant and signatory on who pays the administration fee.
  • Withdrawals are subject to the appeal process and need to be assessed and approved by the appeals coordinator (Ranger coordinator).
  • To request a fine to be withdrawn, raise a request below. 

Parking on public land

If your request relates to parking issues on public land, you can report an Abandoned Vehicle or Illegal Parking, or Appeal an Infringement.
