Community Development Grant

The City of South Perth's community development grant assists sporting clubs, community groups and other organisations to undertake eligible projects that provide local community benefits.

Funding limits

The maximum funding amount that may be requested by an applicant each year is $5,000. Funding is available all year round, and applications may be submitted at any time.

Timeframe

Applications must be submitted in full, at least six weeks prior to the project start date.

Grant guidelines

Eligibility

The types of projects that may be funded

Community connection projects

For example:

Awareness raising and recognition celebrations, such as NAIDOC Week, Seniors Week or Thank a Volunteer Day
Support groups or social actions where people can make new connections
Intergenerational or multicultural projects

Community arts and cultural development projects

For example:

Drama or music (workshops or performances)
Crafts, textiles, fashion, mural projects and cultural showcases
Writing, photography, documentary projects to share stories and resources

Community health and wellbeing projects

For example:

Personal development, educational workshops or peer support group
Environmental sustainability
Physical activity

Minor capital projects and equipment projects

For example:

Equipment such as sporting equipment, shade marquees
Minor community facility upgrades, such as improving safety and accessibility improvements and renovations to club rooms

Business development/improvement projects (subject to a local community benefit being demonstrated)

For example:

Partnership projects involving a local business and a community group or local residents that provide a community benefit
Facilitation of free community workshops delivered by a local business that provide a community benefit

Ineligible projects

The City will not provide funding for the following:

Activities that have been previously funded (recurrent or repeated projects)
Activities that have already commenced and/or require retrospective funding
Projects that replicate an activity already available in the local area
Project or events that will take place outside of the City of South Perth boundary (unless strong evidence can be shown the project will benefit local people)
Fund-raising activities *
Applications from organisations that have not acquitted previous City of South Perth grants
Activities which are invitation only (with the exception, of volunteer recognition events)
Incomplete application forms
Applications received less than six weeks prior to the project start date

*Fund-raising projects may be eligible where the funds raised are donated to an exceptional community cause.

Exclusions

The City will not provide funding towards the following expenses:

General operational expenditure (e.g. staff wages that are deemed the responsibility of the applicant organisation, lease or licence fees etc.) *
Prize money or prizes for competitions or raffles
Bonds associated with any venue or equipment hire
Funds for travel costs, accommodation costs, or any costs associated with local, national or interstate representation of any kind. Refer to our Individual Development Grant information
Any other expenditure the City deems inappropriate to fund e.g. alcohol, gambling etc.

*External consultants, facilitators and guest speakers are eligible for funding.

Assessment criteria

The strength of each application is assessed against the following criteria:

Demonstrated community need
Activities that are inclusive and accessible to all residents of the City of South Perth
Activities provided to the community free of charge or low cost (i.e. not for the purpose of profit making)
Projects with direct and immediate benefit to the City of South Perth community
Financial viability and sustainability of the project and applicant
Projects that include financial and/or in-kind contributions from the applicant or other external sources (e.g. funding, sponsorship)
Demonstrated alignment with the City's Strategic Plan 2021-2031 or associated plans
Promotional opportunities for the City of South Perth
Sound evaluation measures

Undertakings and conditions of the grant

Funds received may be spent on the agreed project only. The applicant must inform the City of South Perth if any changes occur to the project plan or conditions that may affect the project.

Applicants to provide a tax invoice (if GST registered) in order to receive the funding payment.
Acknowledge the City of South Perth's support of the project in promotional activities related to the project for which the funding has been received. This includes, but is not limited to, social media posts, flyers, advertisements, newsletters, website and media releases with appropriate use of the City of South Perth logo.
All promotional material that includes the City of South Perth logo must be approved by the City's marketing department prior to publishing.
Should the applicant fail to secure funding from alternative sources resulting in the organisation being unable to meet the cost of the project, or should the event be cancelled, the City must be advised in writing as soon as practicable and the community funding reimbursed.
The organisation will not represent the City of South Perth in any capacity associated with this project.
An acquittal report (including a statement of income and expenditure) must be submitted to the City within eight weeks of project completion to demonstrate that the funds were spent for the approved purpose (Note: The City reserves the right to request copies of receipts relating to expenditure of the community funding).
Any variation to project timelines and expenditure of funds must be approved by the City in writing (email communication accepted). Return any unspent funds in accordance with the statement of income and expenditure within eight weeks of project completion.
Ensure that the project conforms to all relevant legislation, regulations, by-laws and policies in place at the time.
The applicant agrees the City's role in the project is to provide community funding only. The City is not responsible for any claims arising from the project. The applicant indemnifies the City of South Perth from any claims arising from any loss or damage to any person or their property as a result of the project.
The applicant agrees to accept all risks associated with the project. The applicant must obtain insurance cover to protect against any adverse outcomes from these risks.
A maximum of $5,000 in community funding is available for eligible applicants per financial year. No additional community funding will be provided if the project expenditure exceeds the allocated amount.
The City may choose to promote projects funded by the City in any of its communication channels, publications or external media outlets.

FAQs

What does the word auspice mean?

Auspicing is when an eligible community group applies for funding on behalf of a community group this isn't eligible, e.g. does not have public liability insurance. For an auspicing arrangement, you need to be aware the auspicing group is responsible for management of the funding and completion of the acquittal report. It is also recommended you consider attaching evidence of the agreed auspicing arrangement.

Before you lodge your grant application

Prior to commencing the application via the link below, please ensure you have read the eligibility assessment criteria outlined in the above grant guidelines and have electronic copies of the following documents:

Budget showing income and expenditure for your project using the budget template provided
Current financial bank statement which displays the account name, number and BSB
Certificate of currency for public liability insurance
Other supporting documents (incorporation certificate, letters of support etc.)

How do I attach documents?

The lodgement process may include requirements to attach documents. Please refer to the Before you begin section on this page in relation to requirements and ensure you have this information prior to commencing the process. You will be presented with options for mandatory and optional documentation.

Mandatory documentation

Mandatory document types will be displayed within the mandatory documentation section. There may be more than one document required, and the name of each document will be listed.

To add the document, click the Add button, search and select the correct document then click Open. A pop up will display with your document name as well as the attachment type. Select Save when complete. The document will then be uploaded to the lodgement.

Please note, if you have more than one document for this mandatory field, you can select Add Another via the pop up or Add via the main screen once you have attached the first document.

Complete the process for each mandatory attachment type.

Optional documentation

The lodgement process will also include the ability to attach optional documentation. Please ensure you refer to the Before you begin section of this page for guidance on required documentation as not all may be listed as mandatory.

To attach optional documentation, click the Add button under Optional Attachments, search and select the correct document then click Open. A pop up will display with your document as well as a drop down section to select your Attachment Type. Click the drop down and select the correct type. Select Save when complete. The document will then be uploaded to the lodgement.

Repeat this process for each additional document.

Post lodgement process

Once your grant application is lodged, the following steps will apply:

All applications are assessed by the City against the nominated assessment criteria.
Applicants will be advised of the outcome in writing by the City approximately four weeks after receiving a completed application. Delays will occur if applications are submitted without all the required information and supporting documents.
All decisions made by the City of South Perth are final and no further correspondence will be entered into.
